Posting Summary
Rutgers, the State University of New Jersey, is seeking a Programmer Analyst I for the Office of Information Technology-Enterprise Application Services (OIT-EAS).

Identity and Access Management (IdM) is a program under the OIT Enterprise Applications and Services (EAS). The IdM Programmer Analyst I under supervision of the Identity Management team lead, reports to the IdM Associate Director serves as a highly skilled resource to help providing production support and application development for the Identity and access management provisioning and IdM data services areas. The Programmer Analyst I will function as a subject matter expert to maintain the operation and development of the daily records data feed from the student and UHR systems into the IdM systems and ensure processing of digital identities and access to the university resources is performed to the expectation of business and security. This role will also work as a primary escalation support tier for the OIT Help and other university support units.

Among the key duties of this position are the following:
  • Serves as an IdM Support Analyst (Mid-Level) that works with IdM team application leads and PM on projects of varying scale and complexity, with a main emphasis on large-scale, highly complex initiatives for Identity Management integrations.
  • Updates and documents operational cookbook, performs analysis, update rule library, system flow, and design to maintain, extend, and evolve Identity Management services consistent with the needs of the University.
  • Serves as the primary programmer for data services, data feed and other enhancements.
  • Serves as the main liaison for RBHS IdM data services in coordinating with data management ensuring data governance best practice is followed.
  • Investigates and resolves system outages and escalated client issues. Occasional after-hours work may be required.
  • Serves in weekly on-call rotation in support of application deployment and major incident handlings.
  • Serves as the IdM expert in MFA tokens distribution, working with central and departmental help desk unit to ensure sustainable inventory.
  • Performs data analysis to identify issues related to users provisioning and work as the liaison with university source systems support to provide resolution to data mismatches, inconsistent and conflicts.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement.

Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Qualifications

Minimum Education and Experience
  • Bachelor's degree with a minimum of 5 years of IT enterprise solution experience is required.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Strong Communication/Written/Verbal skills.
  • Strong SQL/PLSQL.
  • Experience in troubleshooting and assisting clients with issues related to Data.
  • Strong MS excel or equivalent knowledge.
  • Work independently with minimum subversions.
